What cannot be shipped through CitizenShipper?
When you list a shipment with CitizenShipper, our platform connects you with experienced, independent transporters. However, because of safety, legal, and regulatory considerations, there are certain items and situations we cannot facilitate. Please review the list below so you can plan accordingly.
Weapons, ammunition & alcohol
You may not use CitizenShipper to ship firearms, weapon parts, ammunition, or any items designed or modified to be used as a weapon. Also prohibited are alcoholic beverages and products regulated by the U.S. Alcohol & Tobacco Tax and Trade Bureau.
Human transport
CitizenShipper is a shipping marketplace, not a passenger transportation service.
Transporters on the platform are not licensed or insured to carry people, and listings cannot include transporting a person, ride-sharing requests, or allowing an owner or third party to travel inside the transport vehicle with their pet. Pet owners and escorts cannot travel with their animals inside the transporter’s vehicle under any circumstances.
Additionally, human remains, fetal remains, or human body parts are also prohibited from being transported.
Illegal shipments
Anything unlawful (contraband, stolen goods, illicit drugs, etc.) cannot be listed on our platform.
Always comply with all relevant local, state, and federal laws before you list a shipment or hire a transporter.
Animals outside the scope (exotic species, wolf-dogs, large numbers)
CitizenShipper supports the transportation of common household pets (cats, dogs, etc.), certain small domestic animals (rabbits, guinea pigs, hamsters, etc.), and select farm animals (such as horses, goats, etc.) when the transporter is properly equipped and permitted.
Please note that USDA guidelines prohibit the transportation of puppies under 8 weeks old.
However, there are limits on the types of animals that can be shipped:
- Exotic species, unusual wild animals, or species regulated by state/federal agencies may require special licenses, insurance, and permitting, and many transporters will not accept them.
- Wolf-dogs or hybrids of wild and domestic species fall into a higher-risk category and may not be eligible for transport via our listings.

If you are looking to transport more than 5 pets (for example, many puppies or kittens), we kindly ask that you create separate listings, so that no more than 5 pets are added to a shipment.
It’s best to contact your transporter and confirm they are permitted and equipped for your specific animal(s) and needs.
Oversized, heavy or special-permit items
Items that are extremely large, heavy or that require special permits may be excluded unless you and your transporter explicitly agree and meet all legal and safety requirements. For example: individual items exceeding certain dimensions or weight thresholds, oversize freight, heavy equipment or vehicles that require special handling. When in doubt, ask your transporter if they have the vehicle, equipment, and required insurance.
Tips before you list
- Describe everything clearly in your listing. The more transparent you are about the item(s) and your needs and expectations, the easier it is for transporters to submit accurate bids.
- Check state and federal regulations when you’re shipping animals, heavy equipment or specialty items, laws vary by state.
- Ask your transporter upfront: “Are you licensed/insured for this kind of shipment?” “Do we need special documentation or permits?”
- Avoid surprises. Do not list something you’re unsure about. It’s best to reach out to our support team for guidance.
